If a team is required to suit up 45 players and only suits up 44, what should the consequences be?

Excellent Question! I have no idea. Guess we'll have to do some research on that one. But I think if I were in that situation, I would just call (anybody) off the streets, and have them wear a uniform for a day. (rules?)
