In the Lord of the Rings; is Gandalf symbolic of a priest and Saruman symbolic of a Rabbi?

You know, how they are both spiritual figures in a sense. Gandalf is holy and sincere, while Saruman is holy on the outside but evil on the inside. Also, Saluman started off good, but became evil with time.
