What would you do?

Theres a guy who is my cuzin Mels' cuzin... We have crossed paths maybe 10 times from the ages 5-22... (by going to any family events for my cuzin Mel). When we got older, I had crush on him & Mel told him. He randomly called here & there for a while but it was when I had a BF so I never answered or returned the calls. :( I ran into him about 2 years later when I didnt have a BF anymore & we exchanged numbers again. I'm VERY shy so I never called. Finally I run into him again this sat. at the bar and I'm drunk so I have a little better social skills. We hung out that night & made out &had great convos. He calls me Mon. and leaves me a message and I dont get back to him until Friday cuz im nervous. DAMNIT. He then that day answers saying "hey can I call you back".. & never did. Did I wait 2 long 2 call &upset him? His bday is jan 14th and Im wondering if I should send him a birthday card in the mail to show him i still like him. is that sweet or is it too late & now just seems creepy?
